CTP electronic policy: what does it look like, is it a full-fledged document and what to present to traffic police? New OSAGO policy What does an OSAGO policy look like in a year.

Hi all! Ilya Kulik is in touch, and today I will tell you about what an electronic OSAGO policy looks like.

For more than a year, Russians have been able to purchase CMTPL electronic policies online from a number of major insurers, such as Rosgosstrakh, Uralsib, Alfastrakhovanie, VSK, Reso, and other insurance business players that have the technical capabilities for such trading in the correct mode.

In the future, perhaps, the so-called. Online e-insurance has every chance of almost completely replacing traditional paper documents from circulation. But today this is still far away. Not all drivers, despite the past considerable time, are aware of the very existence of electronic policies, not to mention the presentation of their proper form.

Moreover, not even all traffic police inspectors, especially from the outback, are employees who are enlightened on this issue, issuing unreasonable fines and creating unnecessary problems for themselves and drivers.

Therefore, there is a need for this article, which will dot the “i” in terms of the appearance of the e-policy and its definition as an eligible document.

The digital age raises questions

Before proceeding to the description of the policy, I will dwell on one important point that needs to be explained in detail in the very first place.

The fact is that for many motorists, as well as for a significant part of traffic police inspectors, the status of an e-car citizen is not entirely clear, namely its actual belonging to legally competent documentation.

Indeed, the digital age is entering all spheres of people's lives with such rapid speed that not everyone has time to form a serious attitude to its fruits.

Not everyone is mentally ready for e-OSAGO policies to accept their documentary usefulness, and many have a quite reasonable question: is there a boy, speaking in the manner of a well-known aphorism.

In what form exactly should an e-policy exist as a tangible and legal document? In the form of just an "electronic card" or in the form of a tandem with a paper carrier? And which of them is more important, and is it a document at all?

Classic DPS claim under e-policy during the transition period

Since October 1, 2015, after the full implementation of electronic OSAGO (since July 1, only an extension was available), there have been many cases of illegal traffic police fines for motorists on the roads on the basis of their lack of a proper motor vehicle policy.

And the main claim that the road guards made when the driver presented the e-OSAGO printout from the home printer was something like the following:

- What are you doing to me, citizen, your linden fuss? Are you generally in a sober state that you allow yourself to show a photocopy of it to the inspector instead of the OSAGO policy ?!

That's it, despite the comical nature of such a message, there is a rational grain of logic here: the driver really shows the policeman some kind of black-and-white "copier", without live signatures and seals, and brazenly announces that he is fully competent, because although purchased at home, from a laptop, but in a decent company and for decent money.

Electronic policy as a valid e-document

But the truth is that this printout really does not have any eligibility, because it is just a printout and is a mirroring of a real document, which, in turn, does not exist on our physical plane with you in the usual office tangible form.

That is, a photocopy, as a “document”, when compared, has a greater “significance”, because it assumes the presence of a physical document, and in our case, the e-policy cannot even boast of this.

Conclusion: CMTPL e-policy provides for complete virtuality

The conclusion to be drawn from this section is as follows:

  • Duplicate policy on a full-fledged paper form-carrier, e-insurance is not mandatory.
  • printout An electronic policy itself does not have independent legal significance, since it is impossible to determine the validity of insurance without involving databases from the network.
  • Appearance of an electronic policy does not play a significant role, even if it is a “real” virtual document, since only the information in the databases and its reliability are important.

I would also add that it is nominally possible to do without any document-like external form of the information contained in the databases - it is most convenient to store it in simple tables, but taking into account the peculiarities of human perception, so far you can see a paper-like policy on the monitor screen.

Also, for a better understanding of the essence, I will give a very vivid analogy with money: there is paper money and for their “wrong printout” they can easily be put in jail, and there is electronic money that is already familiar to everyone, which does not even have a sham appearance, but nevertheless however, they are equal in value to paper ones.

However, despite all of the above, the e-polis still has an appearance and it will be useful for you to know it “in person”, so I will describe this virtual document point by point, as I did in .

What does an electronic OSAGO policy look like?

In the photo below, you can see what a completed OSAGO e-policy looks like. Its important difference from paper is that it does not and should not have any obvious or hidden visual security elements - they are completely unnecessary here, because here it is not the image on the screen or on the printout that needs protection, but the contents of information databases .

In the articles describing the electronic policy, this is said like this: “there is no usual protective micro-pattern, but it is just as green ...”. You should not pay attention to this at all - the micro-pattern and other security markers visible through the screen and reflected on the printout can be easily imitated.

But the people are slowly accustomed to a new informational perception, so the policy looks like just a green-looking document. Moreover, the new paper policies are no longer green, but of a complex iridescent-lilac color, which was introduced this year to combat counterfeiting and.

Electronic ones don’t care what color they will be: it’s not at all necessary to print it on a color printer - an ordinary black and white one will fit perfectly, because only information, and not color or even the structure of the document, has some significance there. In principle, you can even copy everything that is on the monitor by hand on paper - the result is the same.

Below is the structure of each block of the policy separately.

Document Header: Bullets 1 and 2

Here there is the main visual difference of the e-policy - it is called: "Electronic insurance policy".

There is also a difference in the serial number: instead of CCC or EEE, XXX is listed here. But this alphanumeric identifier itself is the most important information, even more than in paper - it is by it that cars first of all determine the ownership of insurance.

This is where one of the main benefits of electronic insurance lies - as experts say, the probability of a client receiving an electronic clone (with the same serial number) is zero, since similar machines will be immediately detected.

Term and periods of insurance: markers 3 and 4

Everything is standard here: the car is insured for a year, with the exception of temporary policies. Also with the periods of use - the corresponding dates are written, just like in the paper version.

Policyholder and owner: markers 5 and 6

I think you know who the insured and the owner are - the insured insures the car with an insurance company (with the insurer), and the owner uses insurance and this is not necessarily the same person. Therefore, the fields for each are separate.

Data of vehicles and drivers with access to its management: markers 7 and 8

Here are the basic information about the car: model / brand, VIN code or body number, license plate, as well as the series / number of the vehicle passport (PTS) and the purpose of operation.

The block below lists the persons authorized to drive the car, indicating their full name and series/number of the driver's license (VU).

Immediately after these blocks are the usual general information items that you still need to read - they can change.

Policy Value and Special Marks: Markers 9 and 10

The next two blocks show the cost of the policy (insurance premium) and special notes. The latter are also important, because in e-insurance, this is where the place of purchase of insurance (website address) and the number of the paid online order are usually prescribed.

Dates, signature and seal: markers 11 to 13

As on a paper policy, there are two dates below: the date of conclusion of the contract and the date of issue of the policy (usually they coincide).

The surname and initials of the insurance specialist - the representative of the insurer, with his signature and the seal of the insurance company are also spelled out.

Here it is necessary to clarify that both the seal and the signature, no matter how beautiful they look, but this is just a facsimile. What is a facsimile? This is an exact copy of any graphic original: literally, this term means “do like this”, translated from Latin. That is, the same as the signatures on banknotes, for example. Their corresponding significance is purely introductory.

But there is an important difference at the bottom of the e-policy - the absence of a personal signature of the client (insured). In place of the signature there is only the inscription "Insurant" and there is not even a facsimile imitation.

According to the rules of electronic insurance, the client's signature is replaced by the buyer's authorization in his account, where he provides all his data. Yes, this is all somewhat strange, but without a live signature, an e-document is considered effective, but a paper one is not, of course.

What to present to traffic police inspectors and what problems may arise

Now about the main thing: how does the driver need to prove that he has paid in good faith for OSAGO and its printout is really a reflection of a real-life online contract, and not a work in Photoshop.
To date, according to clause 2.1.1 (paragraph 6) of the SDA, as well as clause 1 of Art. 32 FZ No. 40, driver of the vehicle:
«… is obliged to have with him an OSAGO policy or information printed on paper on the conclusion of an OSAGO in the form of an electronic document…»

How can your electronic policy be checked by an inspector

According to the job description, the traffic police inspector, having received information from you that you have an electronic motor vehicle citizen, is obliged to verify the details provided (serial number of the policy, state number of the vehicle, VIN code or body number) with the database available to him.

What are these bases? There are two of them at the disposal of the traffic police: the special service IMTS of the Ministry of Internal Affairs of the Russian Federation and the public base of the RSA (Russian Union of Insurers) already familiar to you. For verification, traffic police units must have the appropriate equipment - tablets or netbooks that have access to the network.

That is, in fact, the inspector only needs the network, your machine data and a computer device to check. He doesn't need a driver. But, according to the above provisions of the regulations, the inspector has the right to require the driver to provide a paper printout of the e-OSAGO.

Although it may not require this, since there are additionally intra-departmental circulars sent to all services of the State traffic inspectorate and recommending traffic police officers to check e-policies without requiring paper printouts. This is a letter of explanation of the Main Directorate of the Ministry of Internal Affairs No. 13/12-u-4440 (dated 07/03/2015) and an order to the GUOBDD of the Ministry of Internal Affairs of the Deputy Chairman of the Government of the Russian Federation I. Shuvalov No. 13/12-u-6112 (dated 09/04/2015).

That is, for now, the issue of providing / not providing a printout of the policy is being resolved on the spot - at the discretion of the traffic police officer, taking into account the available hardware verification capability or without. Accordingly, if there is no e-OSAGO printout in the car, this can be framed as a violation.

What to do in case of problems with traffic police on e-OSAGO

If there are frictions with the traffic police on the road under the e-policy (if you have a printout), then advise the inspector to read the current traffic rules and OSAGO rules governing the use of the e-policy. Otherwise, even now you can get undeserved sanctions from some police officers.

Despite the fact that today the driver is still required to have a printout of the e-policy in the car, auto experts do not see much point in it - if the inspector cannot check the e-policy over the network, then no printout will help here.

Yes, in many places and many traffic police crews do not yet have the equipment or access to the network for such checks, but this should not be a problem for drivers. Moreover, the above circulars indicate that in the absence of access to the network, the inspector is obliged to check the policy through the central dispatcher on the radio.

However, in remote areas of the Russian Federation, it is better to have a regular policy for the time being - satellite service Internet is not available everywhere there.

Watch an interesting video illustrating the actions of traffic police officers regarding e-OSAGO:

Epic with e-policy printouts

Regarding confirmation of the presence of an e-policy in the form of its printer printouts, the current situation requires clarification of this entire saga from the very beginning.

Presentation of a "photocopy" of the e-policy

As already mentioned, the e-policy does not imply a special paper carrier that serves to confirm the reliability of the fact of insurance - this is checked through the appropriate databases.

However, this innovation caused confusion among many traffic police officers. And at first, the PCA, for the sake of reassuring the inspectors, recommended that drivers carry printouts of e-OSAGO with them. This did little to help the confusion - some inspectors perceived the presented "photocopies" as a personal insult.

Moreover, some drivers did not show anything at all, arguing that the e-policy is subject to online verification and even the presence of its printout in the car is not legally fixed.

As it turned out in practice, it was not possible to promptly provide all traffic police units with the possibility of online checking of OSAGO. Therefore, a year after the introduction of e-OSAGO, the presence of a printout in the car was legally fixed in the Federal Law No. 40 (according to the Federal Law No. 214 of 06/23/2016) and in the traffic rules.

And on this the situation hung in the air, although attempts to resolve the issue did not stop completely. For example, in the spring of 2017, First Deputy Prime Minister Igor Shuvalov instructed the Ministry of Internal Affairs and the Ministry of Finance to work out further stages of the transition to e-policies from paper ones. The order focuses on the abolition of the requirement to have an e-OSAGO printout in the car and the complete transition of the autocitizenship to a purely electronic form.

Cancellation of the obligation to carry an e-OSAGO printout

But from the very beginning, Shuvalov's circular initiatives did not work out, and the government finally intervened with the participation and control of Medvedev. On October 17, 2018, the State Duma adopted bill No. 501904-7, which almost completely removes the difference between paper and electronic OSAGO.

According to paragraph 6 of Art. 2 of the bill (changes in clause 7 of article 15 of the Federal Law No. 40), all policies will have their own unique electronic identifier (not the serial number of the form), according to which they will be checked. Accordingly, there will be no need for protected forms of the paper version of OSAGO.

In addition, paragraph 15 (Art. 2) of the draft law excludes from paragraph 1 of Art. 32 40-FZ, the requirement to provide an e-OSAGO printout. Instead, it is indicated that the driver "...submits for verification the insurance policy of compulsory insurance." That is, it can be an original paper policy or a printout of it, a printout of an electronic version or its display on electronic gadgets.

That is, the driver will be obliged to provide the inspector with something from what he has (original, printout, scan, page of the personal account of the IC with the display of e-OSAGO, etc.). But if nothing is provided, then it can be counted as a violation (at the discretion of the inspector).

It is clear that the requirement to carry a printout is temporary, but for now, do as prescribed by law so as not to anger the servants of the striped wand.

When the innovations will come into force and what to do now

This bill will definitely be adopted, but it was sent for revision to the State Duma Committee on the financial market. After the document is finalized and if it is fully adopted in the second reading, the innovations will come into force 180 days after the official promulgation of updates in the OSAGO legislation (according to clause 1, article 4 of the bill).

In the meantime, the changes are not accepted, drivers with e-CTP are required to have a printout of the policy in the car. At the same time, for greater persuasiveness, insurers are advised to certify it in the office with a seal and signature, although this is not necessary. Also, if desired, the insured can take a printout of e-OSAGO to the UK on the official letterhead.

Will the obligation to present OSAGO to the inspector be canceled

In the foreseeable future, the obligation of the driver to present anything to the OSAGO inspector will be completely excluded from the legislation - the employee will be obliged to independently check through the network the availability and validity of the policy using the details of the car and / or the owner.

But this is the final stage of the transition to e-OSAGO, and with its initiation, the relevant provisions will be removed not only from Federal Law No. 40, but also from the SDA. So far, this is not possible throughout the country due to unequal access to the network in different areas.

  • Write down all the data from the TCP literally when buying an e-policy online, as they are written there, even if there are inaccuracies: write like that, with inaccuracies - the main thing is that the car does not detect discrepancies, otherwise it will not work out of the house to get insurance.
  • Complete rejection of paper policies by cities in the plans of the Government: for this they will work on the appropriate technical equipment, so there will be no return to the previous system, keep this in mind.
  • Replace printout in the image of the e-policy on a tablet or smartphone may soon appear.

Conclusion

So, you figured out that the electronic OSAGO policy has the same legal force as the classic one, but at the same time, it does not provide for a mandatory paper carrier, and the police should be aware of this and not write out unlawful fines.

Do you have an electronic policy? Did he have problems with traffic police patrols? If you have any interesting information on this subject, then share it with other drivers in the comments.

Can the Internet generate massive hatred for individuals? Maybe some more! For example, one Western TV presenter is hated by almost half of the planet for her passion for male fun - hunting. But network China hates Jackie Chan, you won't believe why - for a mistake in characterizing the color of the sky over Beijing and also for loyalty to the Communist Party! But the most interesting thing about this you can see in the video about the TOP 10 hated people of the network:

Compared with the old forms, they have additional degrees of protection, the informative part has been increased. Replacement is carried out in stages to avoid artificial shortages.

Changes in the appearance of policies

The system for checking forms of compulsory auto insurance by traffic police officers could not physically determine the authenticity of the policy. This was due to the low degree of protection of documents and the ability to make a fake even by non-professionals. Therefore, from July 1, 2019, new OSAGO forms were introduced.

This step was prompted by the following circumstances:

  • A catastrophically large number of fakes. They can be issued at a price below the market price with or without the consent of the insured person. In any case, in case of an accident, the insurer can pay compensation only after a trial.
  • The presence of new fields for entering additional information. This will make it possible to form the cost of OSAGO more transparently. In the future, it is planned to indicate the value of KBM.
  • Reducing the shortage of forms. New OSAGO policies are issued together with the old ones. Thus, their total number increases, which makes it possible to provide all representatives of insurance companies with forms.

In addition, it is necessary to take into account the increase in the cost of forms for 15% . This will not affect the price of OSAGO, since the cost of purchasing will fall on insurance companies. Also, another type of fraud is not excluded - payment and registration of insurance without further entering data into the PCA database.

In general, the introduction of new policies should increase the confidence of car enthusiasts in the system of compulsory auto insurance and unload the offices of large companies, redirecting the flow of potential customers to their representatives. In part, the unreliability of the latter was the reason for the introduction of new forms.

Therefore, for the "transparency" of the formation of value in 2019, a number of changes will be made to the legislation. In particular, it will be possible to issue an electronic document, to notify customers about the current value of the KBM.

OSAGO policy sample

After the official presentation in January 2019, the appearance of the form has undergone minor changes. Familiarization with the features of protection and appearance of the document will help to avoid buying fakes, which appeared in small quantities immediately after the introduction of the new OSAGO policy.

The color scheme has changed - instead of a monochromatic green color, the letterhead has a complex pattern consisting of geometric shapes of various shades of pink. In total, there are about 5 different graphically objects arranged in a chaotic order. The fields for filling remained white so that there would be no difficulties with entering the correct information.

The following elements were used as protection:

  • Did a color stretch. Change in hue from yellow to pink and lilac.
  • Entering new fonts. Their size has become much larger than the previous ones, which positively affected the reading of information.
  • New watermarks. They have become more complex and represent a stylistic image of the car. Additionally, watermarks with the PCA logo are placed on the side.
  • The presence of a metallized line. It is located on the left side and runs vertically along the form. On it there are inscriptions "RSA" and "Policy". The thread passes through the OSAGO policy in a checkerboard pattern.
  • A QR code will appear. With the help of special mobile applications, it will be possible to find out detailed information about the insurance company in which the policy was issued.

New OSAGO policy

According to experts, such protection will prevent fraudsters from making fake policies for at least a year from the moment they are issued. For motorists, it is important to know the features of the original form and be able to "read" all types of protection.

Features of the circulation of new forms

According to legislative acts, it was possible to issue OSAGO on old forms until October 1, 2019. At the same time, their validity period is limited only by the contract. Traffic police inspectors and representatives of insurance companies are required to accept old policies. The latter will have to pay compensation amounts subject to the application procedure.

Currently, when concluding or prolonging a contract, the insurer is obliged to issue auto insurance on a new policy. The exception is electronic versions, the form of which has remained unchanged.

Each car owner should know the following nuances of the new OSAGO policies:

  • Carry the original policy with you. A copy is not a confirmation of the issued insurance. As an alternative, and if technically possible, a traffic police officer can check OSAGO in the PCA database.
  • It is impossible to pass a technical inspection without presenting a compulsory insurance form.
  • Registration with a delay in the action of OSAGO. This is convenient when buying a car, when you need to prepare the necessary package of documents in advance. The policy will not begin from the moment the contract is concluded, but later.
  • After issuing insurance, the company or its official dealer must provide additional information - addresses and contact details of the insurer's representatives in the regions of Russia, an accident notification form. The insured person may require a certified copy of the insurance. It is issued free of charge.
  • The time of issue of the certified form within a day after receipt of funds. It is necessary to take into account possible delays for cashless payments.

The current situation with the circulation of OSAGO policies and changes in legislation is best controlled on the official website of the PCA. In addition, there is useful information about the current rules of compulsory auto insurance, the calculation of the cost of the policy. In 2019, a KBM check should appear at the request of the car owner.

Do I need to change my old policy to a new one?

Simultaneous operation of old and new OSAGO forms will not affect the rights of the insured person. Therefore, the question of whether the old policy is valid is not urgent, since its legitimacy will be terminated only after the completion of the contract. But some motorists are interested in the possibility of replacement. In fact, the procedure does not carry a semantic load.

On the contrary, for its implementation it is necessary to make a number of actions.

  1. Come to the office of the insurance company, stand in line to the consultant.
  2. Write a statement, a sample of which can be taken from the insurance company.
  3. The consultant will check the correctness and enter the data into the database for registration and issuance of a new OSAGO policy.
  4. Wait for the finalization of the form.

After receiving, the insured will have a new policy in his hands, which in terms of significance is no different from the old one.

The only "plus" of this procedure is the free provision of a replacement service. But for this you need to spend your time for trips to the company's office and for paperwork.

An exception may be a change in the content of the compulsory motor insurance contract. This may be the provision of additional services for OSAGO, its expansion to the required amount. In this case, the insurer is obliged to issue a policy on a new form.

Cost change

After the appearance of information about the replacement of old OSAGO policies with new ones, rumors arose about the rise in the cost of compulsory auto insurance. The reason for this was additional measures to protect the document and, as a result, an increase in its cost. In fact, the price of forms increased by 15%, but this did not affect the total cost of insurance.

But is it really so? Insurance companies have a minimum profit margin and are trying to sell a number of additional services together with OSAGO. At the same time, they have a legal mechanism for regulating the cost, by applying which the price of auto insurance may differ from different companies within 20% . Thus, organizations can theoretically compensate for the additional costs associated with the purchase of valid documents.

  • check the cost of OSAGO on the PCA website using the calculator;
  • check the price with different insurers;
  • study the content of the contract to identify additional services;
  • additionally control the cost of compulsory auto insurance using online services.

The price difference cannot exceed 20%. Dealers of insurance companies can deal with artificial increase in cost. But due to the availability of registration and the presence of constant queues at the offices of large insurers, many people prefer to pay for OSAGO from official representatives.

When imposing additional services or clearly incorrect calculation of the cost, you can create a complaint on the website of the Central Bank or the PCA. But this should be done only if the insurance company is unwilling to admit its mistakes.

Electronic or paper OSAGO policy in 2019

The relevance of acquiring a paper version of insurance with the spread of an electronic counterpart loses its meaning. From January 1, 2019, insurance organizations will be required to provide the opportunity to issue a policy remotely. Until that time, electronic OSAGO could be done only with the prolongation of the contract.

The advantages of electronic compared to the new paper OSAGO form are as follows:

  • There is no need to go to the office of the company. Using the online service, an application form is filled out with the application of scanned documents. Payment is made through the "Client-bank" service.
  • Processing time is much less. But the question remains about the availability of this function during non-working hours.
  • After confirmation and payment, an electronic copy of the policy is sent to the user's mailbox. You can order an additional copy with a poste restante letter.
  • The electronic form is printed on a printer and presented to the traffic police. It has the same significance as the paper version.

The only drawback is the increased likelihood of making an error when filling in the fields of the application. Therefore, when performing this procedure, you need to double-check the data several times. The opportunity to make adjustments has a positive effect on the convenience of the service. But this can be done only after agreement with the representatives of the organization. Insurance data will be entered into the PCA database only after its expiration.

According to the Russian Union of Motor Insurers, the manufacture of false certificates has grown into an epidemic, their number reaches 5 million copies. Therefore, at the initiative of the PCA, it was decided to develop a new form of the document, which is introduced from July 1 this year. Among motorists, all sorts of myths and rumors are wandering, which we will try to dispel in order to, so to speak, clarify the situation.

As noted above, the main goal of the decision to put into circulation a new form of the OSAGO insurance policy in 2016 is to combat counterfeiting. The surge in the activity of falsifiers in recent years is explained by the rise in prices for the services of insurers. If in the past the car owner paid an average of 3-4 thousand rubles for a document, now he has to pay 5-7 thousand, and some even 10,000 rubles.

Such a pricing policy provoked an increase in the supply of false documents, since their cost is only 2-3 thousand rubles. Moreover, counterfeit products have a fairly decent quality, it is almost impossible to visually distinguish a fake. A certain guarantee can be obtained by checking .

However, motorists, when purchasing such a product, forget that in critical cases, according to the decision of the Supreme Court of the Russian Federation, the insurer is not obliged to pay for a fake document. Therefore, radical measures to increase the level of protection and replace certificates work not only in the interests of the agency's budget, but also in the interests of car owners.

What does the new form of the MTPL car insurance policy of 2016 look like?

Representatives of the PCA and the ARIA announced back in the spring that the background basis of the document, which depicts graphic elements, has become more complicated. The developers have introduced a color stretch between lilac and yellow. In general terms, the original certificate changed from green to pink.

According to official reports, the new OSAGO insurance policies of 2016 differ in the following details:

  • New coloring of two-layer forms.
  • Font changed.
  • Changed size and location of watermarks.
  • In the center of the light, you can see the image of the car.
  • Vertically on the sides are watermarks in the form of the PCA logo.
  • A metallized thread with the letters “OSAGO” is built into the plane of the certificate, the inscription “policy” is visible through the light.
  • A place for a QR code appeared in the upper right corner, the cipher of which contains data about the insurance company. In the future, there will be information about the owner and the vehicle, located in the PCA database.

According to experts, the developed security measures will last for two years, until fraudsters find ways to duplicate them. The new technology, of course, affected the cost of the document, increasing it by 10-15%. True, insurers assure that all expenses will be reimbursed from their own resources, and the final price of the original will not change.

Find out details about the new OSAGO insurance policies in 2016

Despite grandiose plans for the total replacement of certificates, the Bank of the Russian Federation announced the impossibility of a one-time action and its phased implementation. Thus, from July 1 of this year, all organizations involved in auto-citizenship must receive new documents, but the old certificates will not be withdrawn from circulation yet. The main details of the procedure are contained in the following paragraphs:

(function(w, d, n, s, t) ( w[n] = w[n] || ; w[n].push(function() ( Ya.Context.AdvManager.render(( blockId: "R-A -227463-2", renderTo: "yandex_rtb_R-A-227463-2", async: true )); )); t = d.getElementsByTagName("script"); s = d.createElement("script"); s .type = "text/javascript"; s.src = "//an.yandex.ru/system/context.js"; s.async = true; t.parentNode.insertBefore(s, t); ))(this , this.document, "yandexContextAsyncCallbacks");

  • There will be no mass replacement - new forms of the OSAGO automobile insurance policy are issued from July 1, 2016. Certificates of the EEE series of the old sample are valid until 06/29/2017.
  • The document has a pink color and additional security features.
  • The certificate contains fields in which data about the car owner, car and bonus-malus discount are entered, as well as a QR code.
  • The price of insurance will not increase, although a change in tariffs at the request of the Central Bank is not ruled out, because the last rise in price was in April 2015.
  • In case of making changes to the old contract (adding a new owner, etc.), a new series policy is issued at no extra charge.
  • A three-month transition period is reported, during which both types of certificates will be sold, and the green forms will finally go out of circulation on October 1.

How to be the owners of the e-policy?

Every year the state tries to make life easier for car owners in terms of paperwork. For example, simplified procedures And . The same situation has developed with OSAGO, which since July 2015 can be purchased via the Internet. At the moment, about 200 thousand Russians have used the service.

Accordingly, the owners of the e-certificate have a question: should they expect any special worries in connection with the upcoming exchange action? The answer here is simple - an electronic document, by its very nature, does not have a paper version, so the current reform with new OSAGO liability insurance policies in 2016 will not affect it in any way.

Today, more than 30 companies trade electronic certificates, and from July 1, the service is offered not only to individuals, but also to legal entities. From the beginning of 2017, electronic insurance will be mandatory for all RAMI member organizations throughout Russia.

Each car owner is obliged to conclude an OSAGO insurance contract and carry insurance with him, which will be required in the event of an insured event. It does not matter if the document is paper or electronic - they are legally equivalent. The PCA and the Central Bank periodically change the insurance forms, they include additional elements and lines for information. How is the exchange of OSAGO policies for new samples carried out? Why are these changes taking place? When will the new OSAGO forms appear?

Reasons for issuing new forms

The main reason for replacing the old car owners liability insurance forms with the new version was the fight against fraud. The replacement was made on July 1, 2016. At that time, out of approximately 42 million OSAGO policies sold during the year, 1 million were fakes. Thus, the insurers decided not only to strengthen the protection of the insurance document, but also to remove fakes from circulation. The replacement of old forms with new ones took place with the support of all state bodies that are somehow related to this process, including the traffic police.

All innovations, including color change, the introduction of additional protective elements, increased the cost of the OSAGO form (about 6 rubles) by 10%. According to statements by insurers and the regulator of the insurance market, such a rise in price did not and will not affect the amount of insurance premium for insurers.

The changes included in the new version of the document will be convenient for both the policyholders themselves, as well as for insurers and traffic police officers. For example, a QR code that will be applied by an insurance company will contain information about the contract, the car owner (including the series and number of his passport), and the vehicle. The traffic police inspector using the PCA application will be able to read this code and get all the necessary information without resorting to electronic databases.

What has changed in the form and how is the old policy different from the new one?

New versions of insurance forms have changed not only the color, but also acquired several degrees of protection. In fact, only the appearance of the document has changed in 2016, all the columns and information in it have remained the same with some exceptions. In the insurance form of the 2016 sample, a place was left for the QR code in the upper right corner, the code itself appeared only on documents that began to be issued on January 1, 2018. The table below shows the main changes that have affected the insurance policy "autocitizen".

Up to and including 2018, several other small changes were made to the insurance form, including the notes on the back. The item following after 8 was numbered, which is provided for entering policies and contracts of voluntary insurance purchased in addition to OSAGO. A table has been added to the new form to calculate the amount of the premium that must be paid to the insured. Clause 7 "Insurance premium" was moved up in the new policy, and now the data on the cost of OSAGO insurance are located above the QR code and the seal of the insurance company. The electronic versions of the insurance document have also been changed in the same way. The only exception is the presence of a QR code - it is not on the electronic insurance.

What does the new policy look like?

Electronic and paper OSAGO look the same. In the upper part of the policy on the right there is a frame for indicating the amount of the insurance premium (in rubles and kopecks), below it is a QR code. In the center is the name of the document, its series and number, as well as the term of insurance. At the top left there is a place for the seal (logo) of the insurance company in which such a form will be issued. You can find out what the OSAGO policy valid in 2018 looks like by referring to Figure 1.

Figure 1 - CMTPL policy of a new sample

A photo of the new OSAGO policy allows you to make sure that it contains the same information as the old one (with the exception of a few points): the term of insurance, the data of the insured and the owner of the car, information about the vehicle, columns for entering persons admitted to driving, purposes of using the car, a table for calculating the amount of the insurance premium. There is a column for special notes to be made by the insurer. The policy must indicate the date of conclusion of the contract of insurance "motor citizen", the signatures of the parties. Electronic OSAGO has the same columns with information, the same color, the same arrangement of all elements of the document.

Do I need to exchange OSAGO insurance policies for new ones?

Initially, the PCA, the Central Bank and insurance companies assumed that with the introduction of new forms of documents, old policies would become invalid. But due to technical reasons, namely the impossibility of the GOZNAKA printing house to issue more than 40 million policy forms at once, another decision was made. Car owners were not forced to come to the insurers and carry out a replacement. Old OSAGO policies were changed only after their validity expired.

In 2018, the same picture is observed as after the change in forms from July 1, 2016. Car owners are not required to change their OSAGO policies, including electronic ones, until their validity period expires. Taking into account the fact that for several years the Central Bank has been amending Regulation No. 431-P, which established a new type of OSAGO policy, there are many motorists on the roads with completely different forms of this document. There are definitely no green policies anymore, but versions without a QR code can still be found.

Conclusion

Changes in OSAGO policies are primarily related to fraud that flourishes in this insurance segment. Additional security features and the complex color scheme of the new policy made it possible to reduce the percentage of document forgeries in the insurance market, but it was not possible to completely eliminate them. Many car owners are in favor of introducing a plastic one, the size of a bank card, instead of the paper version of an A4 document. Whether insurers will listen to the opinion of their customers and what the new OSAGO policy will look like in this case are open questions.

Not so long ago, Federal Law No. 214 of June 23, 2016 came into force, which announced that the electronic OSAGO policy from January 1, 2017 becomes mandatory. And not for policyholders, but for insurers, who must provide everything necessary for the conclusion of a civil auto liability insurance contract electronically. Naturally, the new law raises a lot of questions among many motorists, to which we will answer as detailed as possible. What is an electronic policy?

The government has long thought about the possibility of remote registration of OSAGO. Already in 2015, some insurance companies offered their customers a similar service. True, this was most often done a little differently than the CTP law now requires. It was possible to make an application on the website of the insurer, who later sent the form by mail.

Finally, on June 10, 2016, the State Duma approved a draft law, according to which any organization engaged in insurance activities in the field of auto insurance is obliged to draw up OSAGO policies from 2017 and online. To do this, a similar service must be provided on its official website, which resembles the purchase of goods in any online store. Only instead of purchasing finished products, a citizen receives a policy of compulsory insurance of his liability to other road users.

The possibility of issuing e-OSAGO is associated primarily with the emergence of a common AIS RSA database, which contains data on:

  • All drivers;
  • Bonus-malus coefficients;
  • All vehicles;
  • Recorded accidents and payments;
  • concluded insurance policies.

Insurers, the traffic police, accredited maintenance points, the Tax Service, etc. have the right to use it. The presence of such a base made it possible for the electronic registration of OSAGO to appear, which makes it possible without leaving home via the Internet, a special service on the website of an insurance company and a bank card to insure one's liability for case of an accident.

Of course, it's convenient. In addition, purchasing insurance via the Internet takes very little time, freeing the car owner from a trip to the insurer, waiting in line, etc. Another advantage is that no one imposes additional fees. services that are often not just offered, but without the permission of the client are included in the insurance contract, increasing the cost of the policy.

What to present to the traffic police officer?

Many drivers are rightly interested in the question of how to be in a situation when a traffic police inspector stops you, for example, to check documents (including insurance)? How can you prove to him that you purchased an electronic policy of "autocitizenship"? In fact, everything is simple.
